Check out tandy's leather factory, tanneries, coat stores, etc. Tandy is where I bought almost all the stuff for my leather projects. Check out the remmenants bin for stuff like that.
Croc might be too stiff and iratating on the neck. Check out kangaroo as it makes great lining and is strong as you can get. It is also seriously light weight. I built my service dog's harness myself and it is made from 2 ply kangaroo around a core of nylon.
If this is an aggitation collar build up the weight to at least 2 ply with nylon core or 4 ply. You will also want to use solid brass buckles, as there is a lot of dog allergies to nickle in cheaper buckles. You can also line it with sheepskin.
